Trainers for AMR and IPC Training in Syria

Objective

SAMS is looking for qualified trainers to provide physical training for AMR and IPC trainers in Syria, following the detailed Terms of Reference (TORs) provided below.

TOR of IPC Advance

Background:

The emergence of life-threatening infections such as MERS, H1N1, and re-emerging infectious diseases like plague and tuberculosis has highlighted the need for efficient infection control programmers in all health care settings and capacity building for health care workers so they can implement them. An infection control program puts together various practices that, when used appropriately, restrict the spread of infection.

A breach in infection control practices facilitates transmission of infection from patients to health care workers, other patients, and attendants. It is therefore important for all health care workers, patients, their family members, friends, and close contacts to adhere to the infection control guidelines strictly. It is also imperative for health care administrators to ensure implementation of the infection control program in health care facilities.

The objective of the training:

By the end of the training, the trainee should be able to:

  1. Understand the chain of infections and the definition of Healthcare-Associated Infections.
  2. Perform prompt, high-quality Standard precautions for IPC, including:
    1. Demonstrate the correct technique of handwashing
    2. Sterilization and disinfection of medical materials
    3. Prevention and management of injuries from sharp instruments.
    4. Understand the Instrument Sterilization Process
    5. Know and apply the steps involved in the Instrument Sterilization Process
  3. Early detection of disease and isolation precautions:
    1. Patient placement
    2. Use of personal protective equipment.
  4. Conduct a perfect aseptic technique and device management for clinical procedures, according to the scope of care. Since the scope of practices may be very different in health-care facilities according to the type of care offered, the training will be prioritized on the most frequent and/or risky practices (e.g., injection safety, use of indwelling catheters, and other invasive procedures).
  5. Understand the importance of Waste management
  6. Understand the Physical structure and environment needed for Infection prevention.

Target audience:

- This training will target medical staff (doctors, surgeons, nurses, midwives, technicians, paramedics, and sterilization technicians).

Methodology:

Before the Training (IPC) Course Pre-Requisite:

Each participant is expected to have reviewed the information in the WHO IPC protocol and guidelines Provider Manual in the Arabic Language prior to the course.

The training will contain:

  • Lectures
  • Videos of procedures
  • Case studies and case review
  • Lab practice workshops

Length & Description of IPC Course:

2-day training course

Qualifications, experience, and features of the trainers:

  1. One trainer, preferably with two facilitators
  2. A graduate of a recognized college or medical institute.
  3. Preferably have a master's degree or higher in any branch of health studies
  4. At least 2 years’ experience in one of the medical courses, IPC, communicable diseases, hospital-acquired infections (HAI)
  5. Holds a certificate in one of the medical courses, BLS, IPC, CDs, HA, and I, and preferably TOT (instructor)
  6. High experience in dealing with Manikins (dolls)
  7. Excellent communication and interpersonal skills
  8. Flexibility to work under pressure and in response to changing needs.
  9. Special computer knowledge: MS Office, Excel, PowerPoint, and Word programs.
  10. Fluency in Arabic is essential
  11. Fair in English is essential

RESPONSIBILITIES of the Trainers:

  • The trainer (supported by co-facilitators) will train a group of 15-20 trainees at once on the validated IPC Protocols.
  • Develop examination test (pre- and post-test)
  • Abide by the validated training protocols and train on applying them practically.
  • Provide us with the presentation, if any.
  • Prepare training reports according to validated forms.
  • Provide the results of the pre- and post-tests in the Excel sheet, in addition to the attendance sheet at the end of the training.

AMR training TOR

Background:

Antibiotic resistance is rising to dangerously high levels in all parts of the world. New resistance mechanisms are emerging and spreading globally, threatening our ability to treat common infectious diseases. Where antibiotics can be bought without a prescription, the emergence and spread of resistance is made worse. Similarly, in countries without standard treatment guidelines, antibiotics are often over-prescribed by health workers and over-used by the public.

Especially in the Syrian context, this matter is not only important for not developing antibiotic-resistant types of bacteria, but also for the necessity of giving medicine to those who really deserve it, and with the correct indication in light of the lack of drug resources.

This training will provide a clear and detailed description of step-by-step routine actions of key professionals working in primary healthcare (PHC) facilities, which will lead to improved prescription practices for the main infectious conditions in primary health care facilities in NW Syria.

The objective of the training:

This training seeks to increase adherence to AMR protocols, thus improving the management of some infectious diseases, contributing to the optimal use of antimicrobials, and improving the quality of the healthcare in Northwest Syria.

Also, improving stock management, at least of the antimicrobials and non-antimicrobial medicines recommended in the different TGs, to avoid shortages leading to an inappropriate prescription, is one of the training goals.

By the end of the training, the trainee should be able to:

  • Understand the SOPs to be followed for the correct prescribing of antibiotics for the treatment of the bacterial inflammatory diseases presented in the protocols.
  • Identify the differential signs of bacterial infection (that require antibiotics) which distinguish them from viral infections.
  • Improving prescribing practices for the selected conditions in primary health care facilities in NW Syria.
  • Improving the management of patients with the selected conditions in the primary care facilities by other non-prescribing professionals.
  • Identify key messages to share with patients with these conditions and their family members.

Target audience:

The target group is the medical people who are directly responsible for most of the antibiotic prescriptions, and they are the doctors (PHC doctors), in particular (internists, pediatricians, GPs, ENT doctors, etc.,) and related medical staff.

Methodology:

The training could be conducted physically or online according to the availability of trainees’ presence.

Each participant is expected to review the AMR protocols and SOPs. for the use of therapeutic guidelines in NWS.

The training will contain:

  • Lectures.
  • Videos.
  • Case studies and case review.
  • Pre and posttest

Length & Description of IPC Course:

2-day training course

Qualifications, experience, and features of the trainers:

It is preferable that the training be facilitated by two qualified trainers and

attended the AMR TOT training.

RESPONSIBILITIES of the Trainers:

  • The trainer will train a group of 10 trainees at once on the validated AMR Protocols.
  • Provide us with training materials before the training.
  • Develop an examination test (pre- and post-test)
  • Provide us with the presentation, if any.
  • Prepare training reports according to validated forms.
  • Provide the results of the pre- and post-tests in the Excel sheet, in addition to the attendance sheet, at the end of the training.

Timeline

  • Duration: October 2025 – November 2025
  • SAMS will provide venue and logistical support.
