Summary of the position
The Senior Human Resource Officer is responsible for implementing the human resource recruitment function in the SAMS Syria country office, including manpower planning, onboarding, and orientation. The senior HR officer will lead and oversee recruitment processes in subnational offices and projects.
Main tasks and responsibilities:
Recruitment:
- Prepare an annual recruitment plan.
- Supervise the preparation of job announcements and PRFs over HRIS
- Ensure each position has a valid job description.
- Ensure implementation of the recruitment policy by implementing recruitment processes.
- Conduct HR interviews.
- Conduct recruitment in several phases, such as the test phase and the panel interview phase, including the selection process
- Ensure proper reference checks and ATC for candidates
- Prepare job offers and contracts for selected candidates.
- Develop an orientation process for new employees
- Archive and maintain proper documentation for the recruitment process
Project/Health Facilities HR tasks:
- Work with the project teams to develop recruitment plans.
- Supervise HR officers in subnational offices in all recruitment process stages
- Ensure compliance with SAMS recruitment policy and Syrian labor law.
- Review project-related PRFs, job announcements, interview results, and the selection process, including job offers.
- Ensure proper reference checks and ATC for candidates
- Supervise the archive and documentation for the recruitment process
- Handle employee relations counseling, complaints, and grievances.
HR Tasks:
- Develop health facility-related policies, salary scales, and performance management systems, and ensure proper implementation.
- Perform orientation sessions and induction for new employees
- Participate in HR meetings or any other assigned meetings when necessary.
- Provide all needed documents and reports for several stakeholders.
- Other tasks as assigned by the HR Manager
Staff management:
- Ensure all supervised staff have job descriptions and are aware of their responsibilities.
- Develop performance objectives for each staff member. Evaluate staff according to SAMS HR policy.
- Develop professional development plans for supervised staff.
- Delegate appropriately.
- Build an effective team approach, ensuring supervised staff are working together effectively.
Office culture:

- Ensure effective internal communications.
THE CANDIDATE’S REQUIREMENTS
Mandatory Qualifications required:
- A university degree in human resources, business management, or any related field.
- Minimum 3 years’ experience in human resource management, including job description development, recruitment processes, manpower planning, and onboarding.
Languages:
- Fluent in written and spoken Arabic (mother tongue)
- Upper-Intermediate written and spoken English
