Later, our projects expanded to include support for the Turkish hosting community of the Syrian refugees. Job purpose: The Field Technical Engineer oversees the technical implementation of rehabilitation and infrastructure activities, ensuring quality, safety, and compliance with project standards. Key duties include field assessments, supervision of works, preparation and review of drawings and BoQs, and adherence to engineering and Sphere standards. The role involves coordination with contractors, suppliers, and communities to ensure timely, cost-effective delivery, along with input during planning and procurement. The engineer also documents progress, supports troubleshooting, and contributes to post-construction inspections and maintenance planning to ensure long-term sustainability.

Duties, Objectives, Competencies:

  • Support the Field Project Coordinator in preparing detailed and comprehensive rehabilitation plans for all the facilities and infrastructures.
  • Perform day-to-day coordination with the contractors and suppliers according to the needs and requirements on site.
  • Draft as built and general arrangement drawings for the existing public facilities and infrastructures and other facilities in Afrin district.
  • Provide detailed and accurate Bill of Quantities (BoQ) for the facilities and infrastructures to be maintained or rehabilitated.
  • Assist in preparing tenders and technical conditions book for the services required for the facilities and infrastructures to be rehabilitated
  • Apply quality control and safety procedures on site for the rehabilitation work that will be taking place by supervising contractor(s)’ performance and reporting any discrepancies of quality and quantities of work to be completed.
  • Alert the Field Project Coordinator of potential challenges in advance to mitigate delay-related risks.
  • Supervise and monitor performance of contractor(s) on site.
  • Submit weekly progress reports to Field Project Coordinator.
  • Support in the preparation process of materials on site data base and provide daily inputs on labors productivity and percentage of progress in rehabilitation of public facilities and infrastructures.
  • Responsible for the preparation and verification of a database for the available materials shipped to the project, schedules of labor force, and monitoring of quality of such during the progress of works.
  • Support with all other tasks as requested by Field Project Coordinator.

Additional Responsibilities:The above-mentioned key tasks and duties are illustrative ones. Other future responsibilities may be assigned to the job at the request of the head of department according to the need.

Essential Requirements:

  • BA in Civil/ Architectural engineering or any other related to Engineering studies.
  • Minimum of 2 years of experience of construction works
  • One year of experience in WASH and/or ERL rehabilitation work in humanitarian organization.

Intermediate level in the English language.

Desired Requirements:

  • Master’s in civil/ architectural engineering.
  • Advanced skills in AutoCAD, WaterCAD, SewerCAD, and Total Station.

More than one year of experience in WASH and/or ERL rehabilitation work in humanitarian organization.

Technical Competencies:

  • Experience in preparing technical studies and bills of quantities for rehabilitation works.
  • Experience in preparing technical specifications and technical evaluation criteria for water and sewage networkS and water stations rehabilitation works.
  • Effective use of topographic surveying equipment and topographic surveying operations.
  • Experience in using engineering drawing and quantity calculation software, as well as water and sewage network software.
  • Experience in preparing engineering designs and executive plans for buildings and networks.
  • Experience in monitoring rehabilitation works and preparing periodic reports.

Experience in monitoring contractors' work and ensuring compliance with technical and quality requirements.
