Job Purpose
Under the direct supervision of the Head of Programs, the Early Recovery Program Manager will be responsible for the successful strategic planning, implementation, and overall oversight of all Early Recovery projects within Bonyan's Syria operations. This includes projects focused on shelter, livelihoods, and critical infrastructure that contribute to early recovery.
The role involves managing the program team, ensuring proper integration and achievement of projects in line with organizational strategies, and collaborating closely with other departments to ensure all activities are properly executed. The Program Manager will also play a crucial role in leading business development activities, representing Bonyan in coordination meetings with donors and other relevant bodies, and ensuring financial sustainability and compliance of the program.
Duties and Responsibilities
I. Program Management & Leadership:
- Lead the development of a comprehensive work plan for the implementation of the Early Recovery program.
- Drive strategy development and articulate the vision for the Early Recovery program within Bonyan's broader strategic framework.
- Oversee the successful implementation and monitoring of all Early Recovery program projects, ensuring adherence to project timelines, objectives, and quality standards.
- Lead monthly program follow-ups, including active participation in grant management meetings, thorough review of procurement plans, analysis of budget forecasts, and assessment of progress against contractual indicators.
- Lead the financial management of the Early Recovery programs, encompassing comprehensive budget development, meticulous expenditure tracking, and rigorous adherence to donor financial regulations and Bonyan's internal policies. This includes identifying needs for budget revisions and proactively working to secure funding for project sustainability.
- Directly manage and supervise program staff, which includes preparing and monitoring staff performance plans, developing tailored training plans for staff capacity building, and providing constructive feedback.
- Provide technical management, support, and expert advice to staff and project managers who implement Early Recovery activities.
- Develop and conduct necessary training sessions for both Bonyan staff and partner organizations to enhance program delivery.
- Supervise, motivate, and mentor the staff under their responsibility, ensuring clarity of objectives and strong team performance.
- Conduct initial data analysis and prepare early drafts of reports for surveys and studies conducted as part of the program.
- In collaboration with the related department, participating in developing comprehensive program plans, including detailed Monitoring, Evaluation, Accountability, and Learning (MEAL) frameworks, recruitment plans, procurement schedules, and accurate budget forecasts.
- Represent Bonyan in Clusters, technical working groups, and donor’s meeting
II. Strategic Development & External Relations:
- Oversee the planning and achievement of business development activities related to the Early Recovery program, identifying new opportunities and partnerships.
- Represent Bonyan professionally in coordination meetings, relevant program meetings, and engagements with donors and other coordination bodies.
- Build and maintain strong relationships with key stakeholders, including local authorities, community leaders, NGOs, and UN agencies.
- Contribute to the development of concept notes and proposals to secure new funding for Early Recovery initiatives.
III. Capacity Building & Quality Assurance:
- Ensure that all ERL projects are implemented in strict alignment with Bonyan's policies and comply with all donor regulations and international standards.
- Play a key role in adapting Bonyan's policies to the specific contextual realities of Syria, ensuring they are culturally sensitive and effective.
- Lead initiatives for gathering systematic feedback from beneficiaries and communities to inform program design and adaptation.
- Ensure the planning and implementation of Humanitarian Principles, meticulously ensuring adherence to "Do No Harm" principles and appropriate sensitization across all activities.
- Lead staff capacity development initiatives, including the design and delivery of training programs, assessment tools, and monitoring frameworks related to protection issues.
- Stay continuously updated on new donors’ requirement, trends, legal frameworks, and best practices relevant to the Syrian context, integrating this knowledge into program design and implementation.
Academic Qualifications, Requirements, and Skills
Academic Qualifications:
- Bachelor’s degree in Civil Engineering, Architecture, Urban Planning, Disaster Management, International Development, Humanitarian Studies, or a closely related field.
- A Master’s degree in a relevant field is highly preferred.
Requirements:
- Minimum of 5 years of progressive professional experience in managing early recovery and livelihood projects, including those related to shelter and critical infrastructure, within a humanitarian or development context.
- Demonstrated ability to represent the organization's image in a professional and effective manner.
- Profound commitment to humanitarian relief standards, Sphere standards, and other relevant international humanitarian principles.
- Strong understanding of early recovery principles, durable solutions, and humanitarian-development-peace nexus (HDPN) approaches.
- PMP (Project Management Professional) certification or equivalent project management qualification is highly preferred.
- Proven ability to engage effectively with donors and meticulously review narrative and financial reports.
- Prior experience working in Syria or similar complex humanitarian contexts is a significant advantage.
