Purpose:
To lead the Monitoring and Evaluation function within the Development and Grants Department by establishing systems to track project performance, ensure quality implementation, generate evidence for reporting, and support strategic decision-making. The M&E Manager will also oversee research and quality control initiatives across all sectors.
 


 

Key Responsibilities:

1. M&E System Design and Oversight
-Develop and maintain M&E frameworks, plans, and tools aligned with project logframes and donor requirements.
-Coordinate with the Information Management Manager to streamline data flow, visualization, and analysis.

2. Baseline, Midterm, and Endline Evaluations
-Lead the planning and implementation of baseline studies for new grants and projects.
-Oversee midterm and endline evaluations to assess project progress, effectiveness, and impact.
-Use qualitative and quantitative methods to ensure robust and objective evaluations.
3. Monitoring of Outputs, Outcomes, and Impact
-Track project outputs and outcomes regularly against performance indicators.
-Conduct field visits and remote monitoring to verify data and assess program quality.
-Generate actionable insights to support adaptive management and risk mitigation.
4. Research and Assessments
-Design and lead operational research, needs assessments, and feasibility studies to inform program -development and donor proposals.
-Analyze and present research findings to guide strategic direction and proposal writing.
-Ensure all research complies with ethical and data protection standards.
5. Quality Control and Assurance
-Develop and apply data quality assurance protocols and performance verification procedures.
-Support the development of sector-specific quality benchmarks and implementation checklists.
-Conduct regular quality audits and provide feedback to program teams for continuous improvement.
6. Capacity Building and Support
-Train and mentor field  staff on M&E tools, indicator definitions, and reporting standards.
-Support program and grants teams in using M&E evidence to strengthen proposals and donor reports.
7. Reporting and Learning
-Produce high-quality M&E reports, analysis briefs, and summary dashboards for internal and external stakeholders.
-Lead internal learning sessions, post-implementation reviews, and technical debriefs with program, MEAL, and grants teams to capture practical lessons, identify gaps, and integrate findings into future proposals, donor reports, and strategic planning processes
-Support the integration of M&E findings into strategic planning, donor engagement, and project design.
8. Compliance and Accountability
-Ensure adherence to donor-specific M&E and reporting requirements.
-Work with the Accountability team to incorporate feedback and complaint mechanisms into the M&E cycle.
-Ensure evaluations meet sectoral and humanitarian standards

Qualifications

1- University degree at least.

2- At least Three years of work experience.

3- Excellent level of reading, writing and speaking in English.

4- Excellent skills in office programs, 

KoboToolbox

, data analysis, correspondence and cloud storage.

5- Ability to make decisions, solve problems and provide advice.

6- Ability to manage multiple tasks effectively.

7- Excellent written and oral communication skills.

8- Strong organizational skills and management experience
