Acted PSEAH Policy:
(Emergency Project Officer) has the responsibility to adhere to the PSEAH Policy (Protection against Sexual Exploitation, Abuse and Harassment). The (Emergency Project Officer) has the obligation to complete all mandatory trainings related to the Code of Conduct and the PSEA policy and report any safeguarding concern such as breaches of organisational policies or codes of conduct according to Acted’s procedures. The (Emergency Project Officer) carries out work duties in a way that does not harm children, vulnerable adults or other staff or volunteers
Location: Idleb Governorate
Job Purpose:
The Project Officer under the supervision of the Senior Project Officer, will be responsible for implementing emergency activities in the field In Idleb governorate.
Objectives:
Under the supervision of the Senior Project Manager, The Project Officer will be responsible for support the implementation the food project and support the filed food team in all stages (assessments, registration, distribution, planning and monitoring). Ensure work done is carried out against agreed quality standards, and ensure the project stays within assigned schedule.
Duties and Responsibilities:
- Conduct demographic assessments in coordination with the Emergency Team.
- Supervise needs assessments, market assessments, and market monitoring activities in targeted sites.
- Contribute to registration, distribution, and overall implementation of project activities while ensuring alignment with ACTED’s standards.
- Ensure the accuracy, validity, and completeness of all collected data.
- Ensure proper preparation and organization of beneficiary lists and all distribution-related documents.
- Provide timely reporting to the supervisor on progress, achievements, and challenges.
- Respect, understand, and protect the rights and dignity of all beneficiary groups.
- Participate in price collection activities within target locations, ensuring high accuracy and reliability of collected data.
- Maintain confidentiality of all data, documents, and participant information.
- Coordinate and follow up with the field team to ensure timely preparation of payments.
- Ensure that daily and weekly registration, distribution, and redemption records are accurately completed and submitted to the Senior Officer and Project Manager.
- Share any concerns or recommendations related to the safety, efficiency, or overall effectiveness of distributions or redemptions with the Senior Officer and/or Emergency Project Manager.
- Supervise the orientation and training of LCs, contracted vendors, and community members/committees involved in project activities.
- Provide high‑quality guidance and supervision to daily workers.
- Supervise distribution plans, ensuring the team adheres to all required safety procedures, including communication protocols, road safety, and emergency preparedness.
- Ensure all staff involved in registration and distribution processes uphold and protect the rights and dignity of all community members, especially vulnerable groups.
- Support in reviewing and verifying documents before submitting them to Finance.
- Maintain accurate and organized program documentation at the field level.
- Coordinate with the MEAL team to conduct Distribution Monitoring and Post‑Distribution Monitoring (PDM), and support analysis and reporting.
- Liaise with Logistics, Finance, and other relevant departments to plan and secure the support required for project implementation.
- Track and verify working hours of direct reports and ensure proper timesheet management.
Key Performance Indicators:
- 95% of Planned weekly activities are implemented on time.
- Number of Food and non-food distributions that were followed and participated in.
- Number of reports shared and submitted on time.
- Number of registrations, assessments supervised, monitored payments.
- 90% of requested information and inputs were submitted on time.
- 100% of all team members understand all applicable regulations.
- 100% of the program documentation produced at the base level is reviewed, scanned, and shared with Senior Officer in a timely manner.
QUALIFICATIONS
- University degree.
- At least 2 years of experience in NGOs or INGOs and implementing programs/ activities especially in emergencies.
- At least 2 years of experience with emergency programs including In-kind, voucher and cash modalities.
- At least two years in supervisor role.
- Fluent in Arabic (Reading and Writing).
- Excellent organizational and program management skills and the ability to anticipate program needs.
- Effective verbal and written communication, multi-tasking, organizational and prioritization skills
- Previous experience in insecure environments
- Ability to work well in a team in difficult circumstance.
- Very good computer skills (MS office Excel, Word and Outlook).
- Using data collection tools such as KOBO, ODK and iForms.
- Working Knowledge of English is preferable.
